Context Statement: The Land Development Corporation (LDC) is a NT Government business responsible for delivering

strategic land across the Territory.

Primary Objective: Under the direction of the General Manager, achieve LDC’s strategic objectives through successful

delivery of LDC’s land development programs.

Key Duties and Responsibilities:

1. Plan and implement the delivery of land development programs undertaken by LDC in a cost efficient and timely


2. Plan and coordinate technical and other resource requirements for LDC to ensure all projects have ready access

to services as they are required.

3. Manage stakeholder relationships, community consultation and coordinate marketing and investor engagement

activities to achieve successful commercial outcomes.

4. Plan LDC’s Capital Works and Minor New Works Programs including budget formulation and expenditure to

ensure that LDC’s project delivery priorities are appropriately resourced.

5. Prepare and present high-level Ministerial correspondence, cabinet papers, briefings, reports and general

correspondence relating to LDC’s land development functions in a timely manner.

6. Provide instructions, manage and review contractual agreements associated with land sales, long term leases,

expressions of interest and partnership agreements with the private sector.

7. Provide leadership as part of an executive team in the development, promotion and achievement of LDC’s


Selection Criteria


1. Proven experience in successfully delivering industrial and residential developments to achieve commercial

outcomes within set timeframes and within set financial constraints.

2. Proven experience in strategic planning, feasibility analysis (EstateMaster), resource allocation, financial

management, contract management and program evaluation.

3. Effective project management skills and a proven ability to plan and manage available resources to consistently

deliver high quality outcomes in an environment of change and competing demands.

4. High level personal attributes including an the ability to work in a complex and challenging business environment,

strong ethical values, conceptual thinking and analytical problem solving skills, self-motivation, enthusiasm and

commitment and a willingness to take responsibility and work independently.

5. High level of oral and written communication skills including an ability to interact effectively with people of diverse

cultures, strong negotiation and conflict management skills and a proven ability to develop and maintain strong

working relationships with public and private sector partners, stakeholders and investors.

6. Demonstrated knowledge and experience in the interpretation and application of relevant legislation, codes,

standards and practices associated with land subdivision, building development and maintenance.

7. Tertiary qualifications / experience in property development or related fields.

8. Proven experience in project sales and marketing in a property development environment.
