Primary Objective:

Under the direction of the Project Director deliver the Corporation’s projects, including stakeholder consultation and coordination of

supporting resources.

Context Statement:

The Land Development Corporation is a Government Business Division. The Corporation is responsible for delivering strategic land

throughout the Northern Territory.

Key Duties and Responsibilities:

1. Plan and implement the delivery of industrial, commercial and residential development projects undertaken by the Corporation.

2. Manage stakeholder relationships, community consultation and coordinate marketing activities to achieve successful commercial


3. Provide input into the Land Development Corporation’s Capital Works and Minor New Works Programs including formulating the

budget and overseeing the expenditure to ensure that the Corporation’s project delivery priorities are appropriately resourced.

4. Prepare and present high-level Ministerial correspondence, Cabinet papers, briefings, reports and general correspondence

relating to the Corporation’s land development functions in a timely manner.

5. Provide instructions, manage and review contractual agreements associated with land sales, long term leases, expression of

interests and partnership agreements with the private sector.

6. Supervise and mentor Development Managers and Assistant Development Managers and coordinate supporting design,

planning and technical resources to ensure delivery of projects within time, quality and budget parameters.

Selection Criteria:


1. Ability to plan strategically, allocate resources, establish priorities, evaluate results, program and coordinate work and to direct

and supervise contractors and consultants with regard to the planning, delivery and marketing of industrial, commercial and

residential subdivisions and developments.

2. Demonstrated personal attributes including an astute and sensitive approach to working in a complex and challenging business

environment, demonstrated drive and enthusiasm, commitment, self-motivation, ability to work independently, willingness to take

responsibility and strong ethical values.

3. High level of oral and written communication skills including an ability to interact effectively with people of diverse cultures,

strong negotiation and conflict management skills and the capability to develop and maintain strong working relationships with

Corporation team members, Government agencies and external service providers.

4. Knowledge of relevant legislation, building codes, standards and practices and the costs and methods associated with land

subdivision, building development and maintenance.

5. Experience in contracts, legal processes, financial management and project feasibility analysis including an understanding of

GST implications on land development projects to facilitate land sales, long term leases and partnership delivery agreements

with the private sector.

6. An understanding of Work Health and Safety matters as it applies to a workplace or the ability to acquire knowledge in a timely



1. Working experience and/or tertiary qualifications in business, commercial real estate and/or a project management property

related discipline.

2. Experience working in a commercial environment.

3. Sound knowledge of NT Government policies in relation to purchasing procedures, accounts and property management.

4. A current ‘C’ Class Northern Territory Drivers Licence.
