Primary Objective: Provide project and development management services to deliver residential, industrial and

commercial land developments.

Context Statement: The Land Development Corporation is a Government Business Division. The Corporation is

responsible for delivering strategic land throughout the Northern Territory.

Key Duties and Responsibilities:

1. Manage land development projects, including board acre and infill residential, industrial and commercial

developments in a politically and commercially sensitive environment.

2. Undertake sensitive communications with public and private sector stakeholders at all levels, recognising differing

requirements and values.

3. Manage timely and successful delivery of projects involving the private sector, joint partnership agreements, sales

and leasing agreements, through management of risk, commercial performance, conflict resolution, and motivation

of stakeholders to comply with contractual obligations.

4. Undertake procurement and management of consultants, contractors, utility entities in the delivery of services

including planning, design, and construction.

5. Coordinate applications for approvals in accordance with the Corporation’s development objectives, including

environmental, sub-division, zoning, access and utilities.

6. Prepare Cabinet Submissions, Ministerial Briefings and high level correspondence involving complex technical and

financial development matters.

Selection Criteria


1. Demonstrated experience in property development and project management, particularly in relation to the

identification and fulfilment of appropriate milestones, critical success factors and actions for partnership delivery


2. Demonstrated highly perceptive communication skills, written and verbal, with capacity to involve public and private

sector stakeholders at all levels.

3. Contract management skills, including procurement and preparation of management of partnership delivery

agreements, sales, leases and other legal documentation associated with land development.

4. Working knowledge of land development legislation, stakeholder bodies, processes, practices, information systems,

and documentation related to land delivery.

5. Demonstrated financial and analytical skills including budgeting, programming and feasibility analysis relating to

land development projects, to provide high level advice.

6. Tertiary/ industry qualifications or extensive experience in project management, civil engineering, or related property



1. Experience working in a commercial environment.
