Primary Objective: Develop and deliver a detailed spend optimisation program schedule based on source to contract

process steps.

Key Duties and Responsibilities:

1. Manage the spend optimisation program ensuring delivery of identified procurement opportunities and realising the

associated cost benefits.

2. Plan, administer and manage the procurement activities relating to the identified opportunities including development and

management of appropriate cost benefit reporting mechanisms.

3. Ensure that cost management methodology is applied, and appropriate project governance is implemented within

Strategic Procurement and Contracting for ongoing cost realisation and reporting.

4. Develop and maintain effective partnerships with relevant stakeholders including, internal business units and project

teams within Northern Territory (NT) Health, other NT agencies and vendors.

5. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

6. Follow defined service quality standards, Workplace Health and Safety (WHS) policies and procedures relating to the

work being undertaken in order to ensure high quality, safe services and workplaces.

Selection Criteria


1. Experience in identifying and executing cost benefit opportunities through sourcing, category management and demand

management approaches to procurement activities including implementing value drivers that achieve cost reduction, cost

avoidance and revenue/rebate benefits.

2. Demonstrated strong project management, organisational and leadership skills including the ability to negotiate and

manage complex project components (including vendor management) as well as client expectations.

3. Advanced interpersonal, communication and relationship skills with an ability to advise at a strategic/executive level.

4. Strong change management and stakeholder engagement skills with a demonstrated focus on business transformation

relating to program deliverables.

5. Proven well-developed strategic and operational problem solving skills, as well as the ability to exercise discretion,

initiative, flexibility and confidentiality.

6. Detailed knowledge of governance/quality assurance processes.

7. An ability to interact effectively with people from diverse cultures.


1. Relevant tertiary qualifications, in disciplines such as procurement, business or administration.

2. Proven Experience in delivering effective outcomes in contemporary commercial procurement.
