Primary Objective: Oversee the reform of costing standards, processes and procedures to optimise funding outcomes

for the Northern Territory whilst ensuring compliance with National Hospital Cost Data Collection (NHCDC) policy

requirements.

Key Duties and Responsibilities:

1. Provide both technical and strategic advice on hospital activity costing techniques, standards and procedures

considered best practice nationally.

2. Work closely with the Executive Director, System Performance and Innovation, and the Chief Finance Officer to

quantify the potential funding impact associated with the implementation of a range of national reforms concerning

pricing and funding for patient safety and quality, redeveloping the tier 2 non-admitted classification framework,

introducing mental health care classifications and enhancing emergency department ICD coding.

3. Undertake a comprehensive review of the activity costing methods utilized in the Northern Territory, identify

opportunities for improvement and develop costing standards, processes and procedures to ensure compliance with

NHCDC requirements.

4. Represent the Department at technical advisory forums between the System Manager and Commonwealth

agencies (i.e. Independent Hospital Pricing Authority) to ensure the provision of expert advice concerning clinical

costing matters as they relate to the NT.

5. Play a lead role in the design and provision of specification requirements for system designers and data base

administrators to establish a standardized clinical costing platform for effective performance analysis as well as

providing the foundation for evidence based policy and decision making across the NT with regard to activity based

funding.

6. Follow defined service quality standards, work health and safety policies and procedures relating to the work being

undertaken in order to ensure high quality, safe services and workplaces.

7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection Criteria

Essential:

1. High level technical capability and experience in providing strategic advice to executive management and Government

on complex health service costing and funding issues.

2. Excellent communication and engagement skills with a proven track record of achievement in building and maintaining

productive partnerships in driving change management initiatives in the public health sector.

3. Well-developed health service performance evaluation skills together with high level strategic financial management

skills.

4. Extensive knowledge of the public healthcare funding environment, associated challenges, and strategic opportunities

for the optimisation of activity based funding within the legislative and regulatory frameworks.
