Position Purpose:

To lead the asset renewals function involving management support, co-ordination and direction to teams delivering OCMS asset renewals programs and projects as defined in the OCMS Annual Works Plan.  Work closely with OCMS Enterprise Systems teams, contractors and stakeholders to plan, scope, prioritise and resource project and programmes to ensure successful delivery of the Annual Works OCMS Plan (AWOP) and Franchise Operational Control Management System Management Plan (FOMP).

The Enterprise Systems team leads the lifecycle of business applications and infrastructure through the phases of planning, requirements, design, deploy, operate, evolve and retire.  The team’s focus is on delivering, supporting and improving the technology used by the broader staff base across the organisation in their day-to-day roles.
Key responsibilities:

  • Work with the Head of Enterprise Systems to provide leadership, vision and direction to the Renewals function and ensure it will contribute to the achievement of required goals
  • Ensure defined processes are developed, implemented, measured and managed as well as ensure that correct governance is in place
  • Support the effective delivery and execution of all large, long-range or multiple complex technology & information projects and programmes across the portfolio and management of specific FOMP & AWOP as required to ensure the quality, cost, time and scope parameters of the projects are adequately set and achieved.
  • Provide assistance and support to a multi-disciplinary functional team so that tasks and activities are managed for project scope control, quality control, communication management, change control management, risk management and issue management.
  • Develop, establish and administer project and programme prioritisation processes that contribute to the FOMP and AWOP and monitor the planning of programmes and projects and improvement actions.
  • Implement change management  to accommodate controlled flexibility and modification for new and improved methods for planning and execution of OCMS works to ensure traceability and justifiability
  • Build and maintain strong relationships to ensure stakeholders are fully informed at all times regarding delivery dates, risks, issues, opportunities and the pipeline of renewals
  • Ensure the change control process is adhered to for all changes carried out within the function
  • Engage with the major vendors to ensure adequate and timely supply of stock
  • Manage all applicable budgets, cash flow estimates and other required financial management and reporting
  • Manage all Franchisee (MR4) contract compliance as related to renewals, including coordinating all activities that produce material or involve effort in meeting the various aspects of the contract
  • In general, be self driven and demonstrate skills in identifying issues, independently manage all resources to achieve the required outcomes, and utilise analytical, conceptual and problem solving skills in a rail systems environment

Education, skills and experience: 
  • Tertiary studies in a Software Engineering / Computer Science discipline
  • Minimum of ten years of experience in an IT profession
  • Extensive experience and knowledge in Project Management
  • Desirable experience in delivering large enterprise IT equipment upgrades and/or replacements
  • Demonstrated experience in managing supplier relationships, including contract requirements and/or SLAs
  • Demonstrated experience in managing risk and budgets
  • Extensive experience to manage a range of complex project initiatives and change programs
  • Sound understanding of financial management and budget planning
  • Demonstrated track record of managing multiple concurrent activities
  • Manage all aspects of the role independently and keep management fully informed of progress, financials, risks and issues
  • Exceptional soft and interpersonal skills, including teamwork, facilitation and negotiation
  • Ability to influence functions outside of their direct control to achieve best for the business and network outcomes
  • Strong people management skills
  • Strong collaboration capability
